That is a very long time not to have received your certificate, indicating that there could be more than one reason. How often have you checked your status messages in your online account at https://www.cgfns.org/cerpassweb/login.jsp? You may have passed your IELTS, but IELTS International was not instructed to send your scores to CGFNS, so your status would have been “Waiting on English”. The CGFNS Qualifying Exam® and the English language proficiency test must be passed within two years of each other. Another circumstance could have been that you signed an Authorization to Release Information form, so your certificate would have been sent to the third party you designated. Please telephone Customer Care through the contact details listed at https://www.cgfns.org/cerpassweb/processContactUs.do.
Please contact the U.S. Citizen and Immigration Service (USCIS) through http://www.uscis.gov/portal/site/uscis. CGFNS has no jurisdiction with regard to obtaining U.S. visas.
Apply to take the exam again through your online account at https://www.cgfns.org/cerpassweb/login.jsp.
